A group of HIV and AIDS advocates is set to hold a press conference to observe the 29th International AIDS Candlelight Memorial (IACM) with this years’ theme – “Promoting Health and Dignity Together.” The event seeks to involve all stakeholders – local government units, civil society groups, health providers, employers and key populations at higher risk, among others, in fighting stigma and discrimination against persons living with HIV (PLHIV).
Stigma and discrimination against PLHIVs is very real. Recently, two employees were reported to have been discriminated, one by his employer and the other by his insurance agency of eight years, when they disclosed their HIV status. A strong political commitment is key to strengthen redress mechanisms for HIV and AIDS-related violations of human rights. This, among others, is a vital provision in House Bill 5312, which seeks to amend RA8504 or the Philippine AIDS Prevention and Control Act.

IACM is one of the world’s oldest and largest grassroots mobilization campaign for HIV awareness. This year, 115 countries will commemorate the 29th IACM by holding various activities. In the National Capital Region (NCR), PLCPD, in partnership with the UNAIDS will initiate the event by holding a press conference that will end with a symbolic ceremony – unfolding of quilt and candle lighting. Names of more than 300 persons who died of AIDS-related causes will be read by a PLHIV.

To deliver the Welcome Remarks is Mr. Romeo Dongeto, Executive Director of PLCPD, while Dr. Genesis Samonte,Medical Specialist III, National Epidemiology Center, Department of Health and Chief, HIV Surveillance National HIV and AIDS Situation will present the National HIV and AIDS Situation.
Cong. Janette L. Garin, Representative, 1st District Iloilo, Senior Deputy Majority Leader, House of Representatives and Author of HB 5312 will talk about “Government’s Response to the Expanding HIV Epidemic in the Philippines: The Need to Amend RA 8504” while Cong. Angelo B. Palmones, Representative AGHAM Party List and Author of HB 5312 will discuss “Citizen’s Participation in the Elimination of All Forms of Stigma and Discrimination.”
To discuss the “Gaps in Redress Mechanisms for HIV-Related violations of Human Rights” is Mr. Humphrey Gorriceta, National Federation of Filipinos Living with HIV and AIDS (NaFFWA). Ms. Ana Santos, Founder and Editorial Director, Sex and Sensibilities and a Public Health Journalist will be the moderator.
